Position Title

Manager Health and Safety (SOCH)

Position Overview

Manager Health and Safety - Administration (Sisters of Charity Hospital): The Manager, Health & Safety Programs is responsible for administration of all SOCH Health, Safety & Environment programs including creation, implementation, monitoring and evaluation of the parameters for all SOCH Health & Safety programs. Key responsibility of position focused on oversight of the Emergency Preparedness Management program in collaboration with the Director or Health, Safety and Environment. Position responsible for all aspects of the Emergency Management program to ensure that SOCH provides for the safety and protection of its patients, visitors and associates; provides direction during disasters or emergency situations; interacts with other hospitals and government agencies in coordinating and integrating the response by SOCH to such disasters or emergency situations. Serves as designated Safety Officer for Hospital. As directed, implement health, safety and environment processes designed to minimize/eliminate risk of work-related injury and illness in order to achieve the maximum efficiency and effectiveness of the workforce.

SUPERVISORY RESPONSIBILITIES:
In the absence of the Director, HSE or by his/her direction, responsible for management of Health & Safety associates, contract services and or consultant.

SKILLS AND EDUCATIONAL REQUIREMENTS (MINIMUM):
EDUCATION:
· Bachelors Degree in Healthcare, Physical Sciences or related field required.
· Valid Drivers License - use of a personal vehicle required. This job will include travel between various CHS facilities or sites.
· National certification as an Emergency Preparedness manager preferred.

EXPERIENCE:
· A minimum of five (5) years of work experience in health & safety and emergency preparedness management; preferably within an integrated healthcare work environment.
· A minimum of three (3) years focused on emergency management program responsibilities.

KNOWLEDGE, SKILL AND ABILITY:
· Excellent knowledge of health and safety prevention principles.
· Working knowledge and experience with the National Incident Management System (NIMS) and the Hospital Emergency Incident Command System (HEICS) required.
· Strong knowledge of Federal, State and local laws, codes, and regulations applicable to emergency management and homeland security required.
· Solid knowledge of grant programs and processes of the Federal Emergency Management Agency (FEMA), the Department of Homeland Security Office for Domestic Preparedness, and other government agencies preferred. Knowledge of hospital hazards and their analysis, risk assessment and vulnerability analysis along with the related requirements of the Joint Commission on Accreditation of Health Care Organizations (JCAHO) required.
· Knowledge of principles and practices of management and supervision including program planning, implementation and administration; principles and practices of emergency management, including emergency preparedness, emergency response, disaster recovery and hazard mitigation; principles of budget preparations, fiscal accounting, and purchasing supplies in emergency periods; the danger potential of disaster and emergency situations and appropriate responses and recovery systems; and training methods and systems.
· Demonstrated knowledge of emergency preparedness principles, ICS & NIMS desired.
· Excellent computer skills utilizing Microsoft Excel, Word, PowerPoint and Project software applications.
· Excellent verbal and written interpersonal communication skills.
· Strong ability to work independently with minimal oversight.
· Demonstrated personal organization and time management skills.
